Situation of the sector in Morocco
The Offshoring in Morocco witnesses a prosperous development. During the last 3 years, it has attained an annual growth of 20% and thus it represents the fastest growing sector of the Emergence Plan. It employs more than 52,000 employees and has made a 7.6 billion dirham turnover in exports in 2011.
Furthermore, Morocco has become a recognized Offshoring destination in the world as several international companies are operating in the country.
Development potential of the sector
With the large rise in offshore parks and the progress of construction work of new centers throughout the territory, Morocco has switched from being a cheap offshore destination into a strategic location based on providing logistics and a competitive offer, to encourage Offshoring development potential
The sector is booming and has a prosperous future. Forecasts are more than promising, as by 2015 offshoring is expected to:
- Creation 70,000 new jobs to reach 100,000 employees.
- Generate a turnover of more than 20 billion Dirhams.
- Add an extra 13 billion dirhams to the GDP over the period 2009-2015.
Offers to investors
Besides the organizational structures working for the emergence of a competitive and dynamic Offshoring sector, the Moroccan state has implemented the Emergence Pact that aspires to make the Moroccan offer package more attractive, and to provide the country with World Class infrastructure. The offer package includes:
The state is committed to provide training for the necessary resources to develop the sector, and is aiming to ensure the availability of qualified 7000 resources. Moreover, Morocco is committed to provide financial assistance to investors, by contributing to the hiring and training of their recruits.
The development of attractive real estate offer
The goal is to put in place a development program to build Integrated Industrial Platforms (P2I), that aims to provide investors with properties that best suit their activities.
The implementation of a competitive financial offer
A specific program including many advantages has been adopted to encourage companies that are set up in the Nearshoring zones. These advantages include:
- A tax on income reduced to 20%.
- An exemption from corporate tax for the first 5 years and its reduction to 50% thereafter.
- An exemption from VAT on exports.
Furthermore, a network of banks is mobilized to support investors in their development, by dedicating a total budget of 3 billion dirhams to the Offshoring sector.
